Slow Tv and low ISO or faster Tv and high ISO for night shots? - best high iso point and shoot

I am new to the SLR point and shoot, and I am a little confused. I take night / dusk shots, but I use a slow shutter speed (less than 1 second), with an ISO standard, such as 400, or can I get a faster shutter speed with ISO 800 or 1600? Assuming I choose the 400 because it would be less noise, but I have no idea. Thank you!
